Dilly Goodman attempts to contact her brother Harvey, a microbiologist who has been working on the space station Ronald Regan in section OMZ13 for the last nine months. However, the station personnel now deny all knowledge of Harvey, or that he ever worked there. Also on the Ronald Regan is Nathan Spring, whose attempts at setting up an International Space Police Force base there are met with resistance from Griffin, the station commander; Griffin's arrogant demeanour is matched by his prejudice against both foreigners and Star Cops, particularly to American I.S.P.F. member David Theroux. When Dilly Goodman contacts the I.S.P.F. and requests their help in locating her brother, Kenzy and Spring begin and investigation of the Ronald Regan, and soon discover that Griffin is deliberately hiding information concerned with Harvey Goodman's research. Meanwhile, Alexander Krivenko has arrived on the Moon from Russia, to take up his new position as Moonbase's new co-ordinator...
